567891011 ICC Guidance Note on Possible Measures Aimed at Mitigating the Effects of the COVID-19 Pandemic



A. Activities directly relevant to ICC activities:


1. Taking into account policy recommendations of ICC and relevant international institutions such as UN Committee of Experts in Tax Matters and OECD in preparing transfer pricing regulations for Iran in cooperation with relevant government authorities;


2. Analyzing policy issues related to the improvement and facilitation of global business environment;


3. Analyzing the latest developments in international taxation policy arena;


4. Commenting on national and international programs affecting taxation.


B. Other activities:


5. Familiarizing business owners with the latest issues on tax laws and regulations both at national and international levels;


6. Offering training services to traders, companies and businesses in different tax areas, especially in the field of cross-border transactions by holding:


   - Training workshops,


   - Tax seminars,


   - Lecture sessions and roundtable, and


   - Question and answer sessions;


7. Hosting national and international tax experts in collaboration with the Iranian National Tax Administration (INTA) and private sector sponsors aiming at the exchange of opinions and best practices;


8. Holding meetings for the exchange of ideas and opinion between “representatives of industries, traders and private sector managers” with “tax administrators and policy makers” aiming at:


   - Speeding up tax reform processes,


   - Simplifying tax laws and regulations and their relevant administrative procedures,


   - Exchanging opinions in drafting tax bills, etc.


9. Producing and circulating national and international tax news through:


   - The website of ICC-Iran, or


   - Other relevant websites and media; and


10. Distributing study reports and research findings among members in the area of taxation and its impacts on business environment. 




1-Develop principles on responsible taxation for companies and tax administration alike that could provide guidance for a company’s policy/code of conduct in Iran.


2-Support plurilateral approaches to liberalize trade in environmental goods, and trade in services in Iran, after successful agreement between Iran and countries within group 5+1.


3-Contribute‌- in cooperation with the ICC-Iran Commissions on Arbitration and ADR –to deliberations on effective tax dispute resolution mechanisms.


4- Promote ICC recommendations on transfer pricing in relevant intergovernmental policy processes, and explore a possible ICC position on substance requirements for transfer pricing.
